A TDI of 88 µg/kg of body weight was derived by applying an uncertainty factor of 100 (for interand intraspecies variation) to a NOAEL, for testicular atrophy, of 8.8 mg/kg of body weight per day in a 2-year diet study in dogs. This gives a guideline value for boron of 0.3 mg/litre (rounded figure), allocating 10% of the TDI to drinking-water. It should be noted, however, that the intake of boron from food is poorly characterized and that its removal by drinking-water treatment appears to be poor.

Согласно "Guidelines for Drinking-water Quality, 2 Edition" и документу от ВОЗ "Boron in Drinking-water", 2003 http://www.who.int/water_sanitation_health/dwq/boron.pdf принимается уже:

The TDI of boron is derived by dividing the NOAEL (9.6 mg/kg of body weight per day) for the critical effect, which is developmental toxicity (decreased fetal body weight in rats), by an appropriate uncertainty factor, which is judged to be 60…
Using an uncertainty factor of 60, the TDI is therefore 0.16 mg/kg of body weight. With an allocation of 10% of the TDI to drinking-water and assuming a 60-kg adult consuming 2 litres of drinking-water per day, the guideline value is 0.5 mg/litre (rounded figure).

Applying an uncertainty factor of 60 to the BMDL05 of 10.3 mg/kg body weight gives a TDI of 0.17 mg/kg body weight, rounded to 0.2 mg/kg body weight. Extensive data from the United Kingdom and the USA on dietary intakes of the group of primary concern indicate that intake from sources other than water is low compared with the TDI, and so the allocation to drinking-water can be significantly increased without approaching the TDI. A source allocation of 40% gives rise to a guideline value of 2.4 mg/l, assuming a body weight of 60 kg and 2 litre/day drinking-water consumption.

Is Boric Acid Toxic to Reproduction in Humans? Assessment of the Animal Reproductive Toxicity Data and Epidemiological Study Results.
    Источник <https://www.ncbi.nlm.nih.gov/pubmed/26511087>

TDI oral (mg/kg-d) = 0.2, TDI inhalation (mg/kg-d) = 0.0057

Therefore, until undisputed evidence is provided on the safety of cellulose insulation, G-PMC Registrars will not certify any company selling cellulose insulation products or services.

А тут - "Until 2011, boron salts were added to these insulation materials as a flame retardant and antifungal treatment. Boric acid has been substituted because of its reproductive toxicant classification (Category 1B according to Regulation (EC) No 1272/2008 on classification, labelling and packaging - CLP)."

"G-PMC Registrars will not certify any company selling cellulose insulation products or services."

Поэтому, в будущем, вариант один: "not certify any company selling cellulose insulation products or services"

G-PMC Registrars Declines To Certify Cellulose Insulation Contractors and Manufacturers

Dangers and Health Risks of Cellulose Insulation

Due to the potential health risks of cellulose insulation, G-PMC Registrars, LLC decided it will not offer ISO certification and quality management services to any HVAC contractor or other company that offers blow-in cellulose insulation services. We realize this decision will not be appreciated by manufacturers of cellulose insulation, as well as HVAC and energy management contractors providing blow-in cellulose insulation services. However, the health and safety of people should always be the first priority of any business of integrity. Therefore, until undisputed evidence is provided on the safety of cellulose insulation, G-PMC Registrars will not certify any company selling cellulose insulation products or services.

    History of Cellulose Insulation

The supporters of cellulose insulation (usually those that profit from it) will boast that cellulose has been used for hundreds of years to insulate homes. This is only half the truth. Cellulose is indeed among the oldest types of building insulation material, used even before fiberglass as people stuffed newspaper into their walls as an insulation material. Cellulose insulation in its current form started in the 1970’s when energy savings became a concern among home owners due to rising costs in fuel. The start of energy conservation was born. Yet, it wasn’t until the 1990’s when cellulose insulation gained quickly in popularity as a so-called “green” energy savings alternative. However, cellulose insulation is anything but green because reports have shown it consists of very irritating substances like borates and sulfates, and finally it may also carry potential cancer causing agents or carcinogens.

A Close Look At Cellulose Insulation

Cellulose is synthesized chiefly from post-consumer recycled newspapers (it comprises at least 80 percent its total volume). Many types of other cellulosic materials have also been used, including cardboard, cotton, straw, sawdust, hemp and corncob. The problem is not these green materials. The problem is the added chemicals of cellulose that could have a serious impact on one’s health. These include binders, fire-retardants, ammonium sulfate, sulfuric acid, borax, boric acid, and other chemicals. MSDS sheets from different manufacturers show that many of them use a variety of questionable chemicals when manufacturing cellulose insulation. So don’t listen to the nonsense that cellulose insulation is nothing more than recycled newspapers, magazines or other “natural” components.

Health Risks & Problems With Cellulose Insulation
    • Lung Disease. Manufacturers claim that cellulose insulation is an environmentally safe product. But, scientific researches inform us that breathing shredded paper dust shed from loose-fitting cellulose insulation can cause serious respiratory problems, not to mention the added chemicals. In addition to, cellulose insulation can emit noxious gases from the fire retardants, inks, fungicides, insecticides, and solvents used in the manufacturing process. Therefore, cellulose insulation presents some serious health hazards because it’s known to sprinkle fibers and dusts all over the living spaces for months and even years after blow-in walls and attics. There are many consumer complaints of dust fibers on floors and furniture after installation of cellulose insulation. This is due to cellulose insulation being installed in existing wall cavities through small holes drilled in the exterior siding, which are plugged after the cavities are filled. Small gaps around electrical outlets can be easy pathways for insulation particles (dust fibers) to enter the living space of a house. For many, these dust fibers continue to land on floors, tables, couches, appliances and other articles for years. Imagine the risks of breathing in these dangerous dust fibers for decades. As far as we know there’s yet to be a long term study on the matter.
    • Toxic Fumes. Some sorts of cellular insulation brands, particularly those are made of formaldehyde and small fibers, are hazardous from environmental point of view. Harmful structural ingredients like glues and backing materials can increase the potential of health risks from the toxic fumes they release into the living spaces. Do you know what brands are in your attic and walls? Did you even ask the contractor?
    • Itch Inducing Particles. Persons who have preexisting skin disorders and asthma are normally allergic to cellular insulation because of its itch inducing particles. These could be potentially irritating to eyes, skins, and lungs. In addition to, if the particles cast off and enter your respiratory tract, this can pose serious threats to your internal organs and weaken your cancer fighting immune system.
    • Petrochemicals. Some cellulose insulations are obtained as by-products during petroleum purification so they are inflammable giving off harmful gases. So, cellulose insulated residential and commercial buildings could be a source of indoor air pollution and they are meant to adversely affect the health and well-being of the tenants of such buildings.
    • Effects of Borates and Boric Acid. Conscious or unconscious eating of cellulose insulation could result in death because of its highly poisonous chemical additives (i.e. borates and boric acid). Deadly toxins can also get into your body though a cut or lesion on the skin. Symptoms of poisoning include severe abdominal pain and inflammation of the skin.
    • Carcinogen. The New England Journal of Medicine published a review on health effects of cellulose insulation reported that “the fire retarding chemicals used to recycle cellulose insulation could be potentially carcinogenic (cancer causing)”. Chemicals in inks and dyes of newspaper and those in additives like fire retardants and adhesives, may cause allergic reactions in sensitive people. If exposed to the dust laced with chemical particles, symptoms like irritation of the eyes, nose, and throat may develop. Some people may experience cough and skin dryness. Long-term exposure to a high concentration of these chemicals may cause severe symptoms. In contrast, fiber glass is not a “known carcinogen.” Tens of millions of dollars of research has been conducted at leading independent laboratories and universities in the United States and abroad. Many scientific review groups have concluded that this research shows no association between exposure to glass fibers and respiratory disease or cancer in humans.
    • Nesting Material For Rodents & Pests. Newspapers naturally come with an array of potential problems: they are very combustible; they can be eaten by insects, fungi, or bacteria; and they can be used as nesting material by rodents. Rodents can enter a crawl space through vents and similar openings. Once in your home, they will nest in the warm cellulose insulation, finding plenty of food and moisture in the crawl space to live on. Rodents will breed in the substance leaving feces with disease and bacteria in your walls and attic. A damp crawl space environment can also attract other pests, such as termites, carpenter ants, and wood-boring beetles.
    • Cellulose Is A Haven For Mold. Cellulose is a very good food source for mold. If the exterior sheathing of the house has not been properly sealed or the drywall is not installed with a vapor barrier, moisture will be absorbed by cellulose insulation and mold will form. Remember, wet insulation can be worse than no insulation, especially with regards to indoor air quality.
    • Fire Safety Hazards. Technical bulletins published by the Mineral Insulation Manufacturers Association (currently known as the North American Insulation Manufacturers Association) reported fire hazard against cellulose insulation. However, this is a questionable claim because cellulose does contain fire-retardants. Still, it’s something to consider.
Cellulose : An Industry of Big Profits and Greed

With all the potential dangers and health risks associated with cellulose insulation why would such a substance be allowed to be used in thousands of homes across the country? Why is there little or no regulation? How come the government does not ban or at least oversee the industry more thoroughly. Of course, as usual the answer is PROFIT. Or better yet, crony capitalism in its worst form. By the late 1970’s there were more than 500 plants and manufacturers for cellulose insulation. Cellulose has captured an increased share of the market due to lower costs and its suitability for retrofits. Today, with the liberal-backed green energy movement in full swing, the cellulose industry has grown into an over $50 billion dollar market. Keep in mind, the industry itself is supported by other industries, including newspaper agencies and recyclers, machine builders, chemical manufacturers, HVAC contractors, green energy consultants, and many others industries making billions in profits. Naturally, there is nothing wrong with a business making a profit. But when it comes at the risk of the public, there is only one reason such risks are allowed – – and that is greed.

Lack Of Cellulose Insulation Safety Regulation

Due to complaints by retailers, contractors and consumers about price, safety and quality control problems, the federal government began enacting insulation standards beginning in 1978. There was a great concern that the growth in cellulose manufactures was leading to improperly or insufficiently treating insulation against the threat of fire even though reliable statistics on a national basis did not exist. This led to the Federal Consumer Products Safety Commission passing 16 CFR Part 1209, which sets “safety standards” covering four product attributes for cellulose insulation only: settled density, corrosiveness, critical radiant flux and smoldering combustion. Another regulation passed was the “R-VALUE RULE” placing clear limitations on the claims that manufacturing and marketing firms can make about their product. Where is the safety standard on the chemicals being used to manufacture cellulose insulation? There is not one. As for the EPA (another useless government agency), they claim the dust from cellulose insulation as nothing more than a nuisance. Really? No surprise there, since the EPA is all about pushing the “green” movement.

    Lobbyists Promoting Cellulose Insulation

Just like all multi-billion dollar industries, the cellulose insulation industry has its share of corporate-backed lobbyists. These lobbyists include big newspapers agencies, chemical manufacturers, HVAC trade associations, recycling companies, electrical companies (e.g. National Grid) and other corporations pushing for more energy efficient and green energy alternatives. These lobbyists are demanding more regulation enforced upon other types of traditional insulation (fiberglass, foam, etc.) that are considered not as “green.” Of course, traditional insulation such as fiberglass has its share of lobbyists as well. But at least, they are not misleading consumers by claiming to be the “green” alternative for insulation.

    Cellulose vs Fiberglass

This article is not meant to be a debate between different types of insulations. However, many green builders spend a lot of time defending their choice of insulation material (and, in some cases, attacking builders who choose other types of insulation). Having that said, one can not argue that fiberglass insulation has proven for many years to be a safe and effective insulation once properly concealed within walls and attics. The same cannot be said for blow-in cellulose insulation. From a health standpoint, the various chemical additives has proven to cause reactions in some sensitive occupants.Symptoms reported after the installation of cellulose insulation include rashes, hair loss, and digestive and respiratory disorders.. Individuals with an intolerance to newspapers (either to the printing ink or to the paper) can easily be bothered by this insulation. Because unlike fiberglass insultation, cellulose insulation is finely ground and powdery, and thus, it can filter through very small openings into the living space. Installers without protective clothing or respiratory protection can experience red and sloughing skin, lung irritation, coughing, bronchitis, and pneumonitis. Moreover, a study published in 1993 found excess cancers and pulmonary disease have been seen in paper-mill workers, cellulose insulation is made from paper. Sub-lethal doses of boric acid have caused symptoms of abdominal pain, and liver, kidney, and lung dysfunction. An experimental study in which rats inhaled cellulose insulation resulted in pulmonary damage.

G-PMC Registrars Stance Against Cellulose Insulation

Due to the many possible health risks associated with cellulose insulation, G-PMC Registrars has decided not to provide ISO certification services to any contractor, manufacturer or company involved in the production, installation, promotion or lobbying of cellulose insulation. We are the first and currently the only registrar that has decided to take this stand, and hopefully other certification bodies in the quality arena will follow suit.
